SHAN M. GREER
Shan M. Greer in a dual capacity serves as CEO and Registrar of the BVI International Arbitration Centre.
Ms. Greer has a distinguished career in private practice in the Caribbean, Europe, and North America as an arbitrator, adjudicator, dispute board member, mediator, and counsel on a wide range of complex and high-value transactional and commercial disputes in the construction, infrastructure, energy, banking and finance, hotel and property development, oil and gas, telecommunications, and water sectors.
Ms. Greer is well known in the Caribbean as a strong advocate for the development of arbitration practices, policies, and initiatives and for her involvement in the training of legal and arbitration professionals.

CHRIS GRAHAM - MBA FRICS MCIArb
As a Director of BCQS International in BVI, Chris brings over twenty-five years of experience in the provision of Project and Cost Management, Expert Witness, Dispute Resolution, Quantity Surveying, and Valuation services to a wide range of public and private sector clients, twenty years within the Caribbean Region.
His experience covers a wide range of projects from iconic skyscrapers, private island developments, resort hotels, airports, state of the art schools, to boutique office refurbishments and high-end residential homes.
Chris holds a degree in Economics & Quantity Surveying, an MBA with Distinction, is a Fellow of the RICS, a Member of the Chartered Institute of Arbitrators, is an RICS Registered Valuer and RICS Registered Expert Witness.

DOUG FRASER
Doug Fraser is the Caribbean Development Bank’s Head of Procurement and manages the Procurement Policy Unit within the Bank’s Projects Department based in Barbados. Doug holds an MBA in Procurement and Strategy and is a full member of the Chartered Institute of Purchasing and Supply.
He has almost 20 years of experience as an international procurement specialist and has worked on a wide variety of procurement assignments across Asia, Africa, Europe, and the Americas for a range of multi-lateral and bilateral financing institutions, foundations, NGOs, and private sector clients. He has previously undertaken long-term roles in Cambodia, Japan, the Philippines, the UK, and Vietnam.

MILES WEEKES
Miles Weekes is a chartered quantity surveyor and an independent dispute resolution practitioner. His experience of administering building contracts, processing claims, and resolving disputes, attained while working in the construction industry for 40 years, has been buttressed by specialist education and training in the alternative dispute resolution (ADR) disciplines and is a complement to his current practice, where he offers dispute resolution advice and services in domestic and international arbitration, construction adjudication, dispute avoidance, and adjudication by dispute board, civil and commercial mediation, and litigation support.

CALVIN A. HAMILTON, C.Arb. FCIArb
Chartered Arbitrator, Member of Arbitra International since July 2021. He is a member of the ICC International Court of Arbitration. He is the founding partner, since 2008, of Hamilton Abogados, an arbitration boutique located in Madrid, Spain. Prior to founding Hamilton, Calvin was an equity partner at two of Spain’s foremost international law firms. Calvin began his career as a cross-border transactions lawyer.
Calvin has more than 3 decades of international arbitration experience, as arbitrator and counsel, under the Rules of the preeminent arbitration institutions and the UNCITRAL Rules, in a variety of seats located in the Caribbean, Latin America, USA, Africa and Europe.
