Dr. David Fong, a barrister at Harcourt Chambers, specializes in maritime, commercial arbitration, and litigation. Called to the Hong Kong Bar in 2013, he holds an LL.M. with distinction in Transportation and Maritime Law from City University of Hong Kong and a Doctor of Laws from East China University of Political Science and Law. Dr. Fong has served as counsel or arbitrator in over 50 cases under CIETAC, HKIAC, UNCITRAL, HKMAG, and LMAA rules and has appeared in arbitration-related proceedings before the Hong Kong High Court. He is Vice Chairman of the Hong Kong Bar Association’s Committee on Arbitration and a delegate to the ICC Commission on Arbitration and ADR. Dr. Fong previously chaired the Chartered Institute of Arbitrators (East Asia Branch) and is on the panel of arbitrators for 25 institutions. Before practicing law, he was a Chartered Certified Accountant with 15 years of experience.
