Tricia Chin is an attorney-at-law currently in private practice. She brings to her practice more than twenty years’ experience serving as state counsel across various departments of the Government of the Republic of Trinidad and Tobago including the State’s private sector which drives national investment. She is specialized in public procurement, project finance, construction, contracts including the FIDIC suite, tax, dispute resolution, corporate governance, regulatory review and reform.

Tricia has led teams of junior attorneys across the State’s private sector. Mentoring and supervising work from low to high value projects ranging from the Parliamentary Red House Restoration to the POS Hospital Central Block. She has led cross functional teams in negotiations on contract drafting for complex PPP arrangements. In her private practice she has advised on multi-jurisdictional disputes across the Caribbean and the United States.

Tricia holds an LLM in Transnational Trade Law and Finance, from the University of Deusto, Bilbao. She is currently enrolled in an LLM in Public Procurement from the University of San Martin, Buenos Aires, Argentina, which is taught wholly in Spanish.

As a qualified attorney-at-law in Trinidad and Tobago, Tricia holds an LLB from the University of the West Indies, Cave Hill and an LEC from the Hugh Wooding Law School.

Tricia is MCIPS qualified with the Chartered Institute of Procurement and Supply. She also holds certificates in procurement from the UNDP, Osgoode Hall Law School, Florida Coastal School of Law (credits).

• Procurement system assessor for country procurement systems with the Methodology for Assessing Procurement Systems (MAPS) developed by the OECD.

Tricia is currently Communications Officer for the CIPS Caribbean Chapter.

Tricia is uniquely qualified to advise on supply chains from beginning to end, including regulatory matters. Her experience in regulatory reform includes reform of Trinidad and Tobago’s country procurement system, with a lead role from policy drafting to implementation and now practice.

Tricia is a tutor at the University of the West Indies, St Augustine Campus. She has extensive experience in developing training materials in procurement and presentations to to diverse groups.
